1. The “Hard” Conditions for Naturalization

Under the Law on Vietnamese Nationality, foreigners applying for citizenship must meet five fundamental requirements:
- Civil Act Capacity: Possess full civil act capacity as prescribed by Vietnamese law.
- Compliance: Obey the Constitution and laws of Vietnam; respect the traditions, customs, and practices of the Vietnamese nation.
- Language Proficiency: Speak Vietnamese fluently enough to integrate into the community.
- Residency: Have resided in Vietnam for 05 years or more up to the time of application (must hold a Permanent Residence Card).
- Financial Capability: Have the ability to support oneself in Vietnam (proven via assets, income, or a guarantor).
Crucial Note: Vietnam generally follows the “Single Nationality” principle. Therefore, applicants are usually required to renounce their foreign nationality, unless granted a special exception by the State President.
2. Exemptions and Reductions

The law provides preferential policies for specific categories. Individuals falling into the following groups may be exempted from conditions regarding (3) Language, (4) 5-year Residency, and (5) Financial Capability:
- Spouses, biological parents, or biological children of Vietnamese citizens.
- Persons who have made special meritorious contributions to Vietnam’s national construction and defense.
- Persons whose naturalization is beneficial to the State of the Socialist Republic of Vietnam (e.g., high-level experts, scientists, talented athletes).
Note: Even with exemptions, applicants are generally still required to renounce their original citizenship, unless specifically permitted to hold dual citizenship.
3. Procedure and Authority
The naturalization process involves rigorous verification steps:
- Step 1: Submission. The applicant submits the dossier to the local Department of Justice where they reside.
- Step 2: Verification. The Department of Justice verifies the file and coordinates with the Provincial Police to check background and residency status.
- Step 3: Ministry Level Review. The dossier is forwarded to the Ministry of Justice to report to the Prime Minister.
- Step 4: Final Decision. The Prime Minister presents the case to the State President for the final decision.
The actual processing time can be lengthy due to the significance of granting citizenship.
