PROCESS OF ISSUING TRC & WP CARDS FOR FOREIGNERS
1. Introduction to TRC and WP Cards
📌 TRC (Temporary Resident Card):
– A document that allows foreigners to legally reside in Vietnam for a specified period.
– Replaces a visa, enabling long-term residence without the need for frequent visa renewals.
📌 WP (Work Permit):
– A legal document allowing foreigners to work legally in Vietnam.
– Mandatory for foreign workers employed for more than three months at a Vietnamese enterprise.
– After obtaining a WP, the enterprise can sign an employment contract with the foreign worker.
2. Card Issuance Conditions
📌 TRC Card:
- Passport must be valid for at least 13 months.
- Foreigners must register temporary residence with the local police as per regulations.
- Visa must have one of the following symbols: LĐ, LĐ1, LĐ2, DN, DN1, DN2.
- A valid Work Permit (WP) or work permit exemption certificate valid for at least 12 months.
📌 WP Card:
- Must be at least 18 years old and have full civil capacity.
- Must have professional qualifications, technical skills, work experience, and meet health standards as prescribed by the Ministry of Health.
- Must not be subject to criminal prosecution or serving a sentence.
3. TRC & WP Card Issuance Process
Required Documents
📌 TRC Card:
- Business Registration Certificate / Investment Certificate / Operating License / Establishment Decision (Depending on the type of business entity, the appropriate document will apply).
- Declaration form for registered seal and signature of the legal entity – NA16.
- Application form and request for a temporary residence card (Form NA6, NA8) (Each form requires 01 original copy).
- Original Passport/Visa/Temporary Residence Card.
- Two 2x3cm photos (One photo attached to Form NA8, one photo included in the application).
- 01 Online temporary residence confirmation form or confirmation issued by the local police department.
- Letter of introduction from the company/organization assigning an employee to complete the temporary residence card application.
- 01 certified copy of the Work Permit or Work Permit Exemption Certificate.
📌 WP Card:
- Medical certificate (issued within the last 12 months).
- Criminal record certificate (issued within the last 6 months).
- Certified copy of the foreign worker’s passport and visa (1 copy).
- Two portrait photos (4×6 cm).
- University degree and a certificate of work experience abroad.
Submission Locations
📌 TRC Card:
- Submit at the Immigration Department or the Immigration Office of the Provincial/City Police.
- Processing time: 5 – 7 working days.
📌 WP Card:
- Submit at the Department of Labor, War Invalids, and Social Affairs where the enterprise is headquartered.
